USPS Stamp Sales Policy
Government-Issued Postage Stamp Sales Policy
Effective Date: July 26, 2026
Last Updated: July 26, 2026
This Government-Issued Postage Stamp Sales Policy applies to all postage stamps, stamp sheets, stamp booklets, stamp coils, collectible postage products, and related items offered through eumlier.com.
In this Policy, “Eumlier,” “we,” “us,” and “our” refer to the independent operator of eumlier.com. “Customer,” “you,” and “your” refer to any visitor, purchaser, or user of the Website.
By accessing the Website or purchasing postage products from us, you acknowledge that you have read, understood, and agreed to this Policy.
1. Independent Seller and Non-Affiliation Disclosure
Eumlier is an independent third-party seller of postage stamps and related products.
Eumlier is not:
-
The United States Postal Service;
-
An agency, department, division, or representative of the United States government;
-
An official United States Post Office;
-
An Approved Postal Provider unless separately confirmed in writing;
-
An authorized agent, representative, employee, affiliate, or partner of the United States Postal Service; or
-
Sponsored, operated, controlled, approved, or endorsed by the United States Postal Service or any other government postal authority.
The appearance of government-issued postage stamps, postal terminology, postal rates, or postal product images on eumlier.com does not mean that the United States Postal Service or another government authority sponsors, operates, endorses, or guarantees this Website.
Any reference to USPS, the United States Postal Service, Forever stamps, First-Class Mail, Post Office, or other postal names is made solely to identify or accurately describe the products offered for sale.
2. Products Offered for Sale
Eumlier may offer the following products:
-
Unused United States postage stamps;
-
Forever stamps;
-
Denominated postage stamps;
-
Stamp sheets, panes, booklets, rolls, and coils;
-
Commemorative postage stamps;
-
Discontinued or older postage issues;
-
Collectible postage products;
-
Bulk postage lots;
-
Postage acquired through wholesalers, collectors, estates, liquidations, resellers, business inventories, or other lawful secondary-market sources; and
-
Other postage-related products described on the applicable product page.
Unless a product is clearly identified as used, canceled, damaged, collectible-only, replica, specimen, decorative, or display-only, postage products sold for mailing purposes are intended to be unused.
Some products may no longer be sold directly by the United States Postal Service but may remain available through lawful secondary-market resale.
Product availability is not guaranteed and may change without notice.
3. Government-Issued Product Description
When Eumlier uses terms such as:
-
“Government-issued”;
-
“USPS-issued”;
-
“Officially issued”;
-
“Postal Service issued”; or
-
Similar wording,
such wording means that the original postage product or design was issued by the applicable government postal authority.
These descriptions do not mean that:
-
Eumlier is a government-operated website;
-
Eumlier is an official USPS store;
-
The product was recently purchased directly from USPS;
-
USPS approved the price displayed on eumlier.com;
-
USPS authorized Eumlier to use its branding;
-
USPS guarantees the condition or authenticity of products sold by Eumlier; or
-
USPS endorses or sponsors Eumlier.
Products obtained through secondary-market sources are independently resold by Eumlier.
4. Authenticity Commitment
Eumlier maintains a strict policy against counterfeit, fabricated, altered, reproduced, or unauthorized postage.
We do not knowingly purchase, advertise, distribute, or sell counterfeit postage.
We may use commercially reasonable procedures to review postage products, including:
-
Reviewing inventory sources;
-
Maintaining supplier and transaction records;
-
Inspecting printing quality;
-
Inspecting paper, adhesive, perforations, die cuts, packaging, and visible security characteristics;
-
Comparing products with known genuine examples;
-
Reviewing product quantities and acquisition prices;
-
Rejecting inventory with unexplained inconsistencies; and
-
Cooperating with postal authorities, payment providers, law enforcement, or other appropriate parties where suspicious activity is identified.
These procedures are intended to reduce authenticity risks, but no commercial inspection procedure can guarantee that every defect, alteration, or counterfeit characteristic will always be detected.
Customers who reasonably believe that a product purchased from Eumlier may not be genuine must contact us promptly at:
Email: support@eumlier.com
Telephone: (503) 643-8486
The customer must not use, resell, separate, alter, destroy, or discard the disputed product or its packaging while the authenticity claim is under review.
5. Postal Validity and Use
The postal value and permitted use of any stamp are determined by the United States Postal Service or the applicable issuing postal authority—not by Eumlier.
Unused genuine United States postage may generally remain valid for mailing subject to current USPS rules, classifications, restrictions, and postage rates.
Forever stamps are generally used according to the postage value assigned to them by USPS at the time of mailing.
Additional postage may be required for:
-
Mail weighing more than the applicable standard weight;
-
Large envelopes;
-
Flats;
-
Packages;
-
International mail;
-
Nonmachinable mail;
-
Irregularly shaped mail;
-
Rigid, thick, lumpy, or uneven mailpieces;
-
Certified Mail or other additional services;
-
Priority Mail or expedited services; or
-
Any mailing requiring postage above the value of the stamps applied.
Eumlier does not determine official postal rates and does not guarantee that a particular stamp, quantity of stamps, or combination of stamps will be sufficient for a particular mailpiece.
Customers are responsible for confirming current mailing requirements and postage rates directly with USPS before mailing.
The acceptance, processing, transportation, delivery, return, confiscation, or rejection of a mailpiece is controlled solely by USPS or the applicable postal authority.
6. Product Condition
Unless otherwise stated on the product page, postage products may be sold as new old stock, secondary-market inventory, collectible inventory, or unused postage.
Because some stamps may be older or discontinued, minor variations may exist, including:
-
Minor perforation differences;
-
Slight centering variations;
-
Plate position differences;
-
Selvage differences;
-
Booklet cover variations;
-
Packaging changes;
-
Production batch differences;
-
Minor adhesive aging;
-
Minor color variations; or
-
Minor storage-related characteristics that do not materially affect the product’s intended use.
Products described as unused should not have been canceled or previously used for mailing.
Specific collectible grades, plate numbers, print varieties, production dates, or philatelic conditions are not guaranteed unless expressly stated in the product description.
7. Product Images and Descriptions
We make reasonable efforts to ensure that product descriptions and images are accurate.
Product images may be:
-
Photographs of the actual product;
-
Representative photographs of the same stamp issue;
-
Enlarged images showing design details;
-
Digitally arranged images showing quantity or packaging;
-
Promotional images; or
-
Images showing multiple stamps from the same product collection.
The exact position of individual stamps, selvage, plate numbers, booklet covers, packaging, or other minor details may differ from the images shown.
Display colors may vary due to:
-
Screen settings;
-
Lighting conditions;
-
Photography;
-
Image compression;
-
Device type; or
-
Production batch variations.
If a specific version, year, printing, plate number, format, packaging type, or collectible condition is important, customers should contact support@eumlier.com before placing an order.
8. Pricing and Face Value
Prices displayed on eumlier.com are independent resale prices established by Eumlier.
The retail price may differ from:
-
The printed denomination;
-
The original issue price;
-
The current postal value;
-
The current USPS retail price;
-
The price offered by another seller; or
-
The collectible market value.
Pricing may be affected by:
-
Inventory acquisition costs;
-
Product availability;
-
Age or scarcity;
-
Quantity;
-
Condition;
-
Packaging;
-
Collectible demand;
-
Storage and fulfillment expenses;
-
Shipping expenses;
-
Payment-processing expenses;
-
Marketing expenses;
-
Promotional discounts; and
-
Secondary-market conditions.
A price below the current postal value does not mean that USPS has reduced its official postage rates or is offering the same discount.
A price above the printed denomination may reflect scarcity, collectible value, discontinued status, packaging, condition, or secondary-market demand.
Customers must review the product price, quantity, taxes, shipping charges, discounts, and final order total before completing a purchase.
9. Promotions and Advertising Claims
All discounts, savings, coupons, promotional prices, limited-time offers, comparison prices, and special offers displayed on eumlier.com are private commercial promotions offered by Eumlier.
Unless expressly stated by USPS itself, these promotions are not:
-
USPS promotions;
-
Government programs;
-
Government-authorized discounts;
-
Official postage-rate reductions; or
-
Offers sponsored or approved by a government agency.
Eumlier will not intentionally represent:
-
A private promotion as an official government program;
-
An Eumlier resale price as an official USPS postage rate;
-
A secondary-market product as a newly issued USPS product;
-
A used or canceled stamp as unused postage; or
-
A replica or decorative stamp as valid mailing postage.
Promotions may be subject to separate terms, expiration dates, product limitations, quantity limits, and availability restrictions.
10. Order Acceptance
Submitting an order does not guarantee final acceptance.
Eumlier may review, limit, reject, cancel, or place an order on hold when reasonably necessary, including when:
-
Inventory is unavailable;
-
A price or description contains an obvious error;
-
Payment cannot be verified;
-
Billing information is inconsistent;
-
The shipping address is incomplete or invalid;

The transaction creates a legal or compliance concern;
-
The customer has previously violated Website policies;
